Memorandum of Understanding signed by AFN National Chief Shawn A-in-chut Atleo and IPAC President Maria David Evans in Ottawa

Today, The Institute of Public Administration of Canada and the Assembly of First Nations join forces at the 2011 Special Chiefs Assembly held in Ottawa to formalize their partnership in fostering public sector excellence. The partnership signifies the commitment to strengthen the collaboration between both organizations and to share knowledge and experience in a range of public sector matters. The Memorandum of Understanding was signed by AFN National Chief Shawn A-in-chut Atleo and IPAC President Maria David Evans.

Aujourd'hui, l'Institut d'administration publique du Canada et l'Assemblée des Premières Nations ont fait cause commune lors de l'Assemblée extraordinaire des Chefs de 2011, qui s’est tenue à Ottawa, pour officialiser leur partenariat et favoriser l'excellence dans le secteur public. L’Institut d’administration publique du Canada (IAPC) pour la première fois depuis la creation de son Prix pour gestion innovatrice dans le secteur public a présenté deux prix d’or à deux organisms emblématiques canadiens : L’Hôpital des enfants malades (SickKids) et l’Office national du film du Canada. Le leadership efficace des organismes du secteur public améliore notre qualité de vie et notre réputation dans le monde en tant que nation. Pourtant, nous ne reconnaissons guère et soulignons peu la valeur du leadership public en tant que contribution à notre niveau de vie. En fait, trop souvent même, le discours public tend à se concentrer sur les échecs des projets, au lieu de reconnaître les contributions positives qui sont faites chaque jour par des organismes novateurs et performants du secteur public. Aidez-nous à les mettre en valeur en partageant leur histoire. Ce qui est ressorti pour le jury dans l’évaluation des quelque 80 dossiers de candidature soumis cette année a été l’influence directe que les innovations présentées ont eu sur les Canadiens et Canadiennes. Le Prix IAPC 2011 pour gestion innovatrice reconnaît les organismes qui démontrent de nouvelles façons créatives de surmonter les frontières bureaucratiques et sectorielles pour résoudre les problèmes complexes qui confrontent la société. Les finalistes réécrivent comment la fonction publique fonctionne et est perçue, touchant directement et positivement les citoyens dans le processus. Ces projets ont été réalisés avec succès grâce à la vision sur lesquels ils étaient initiés, à l’échange des connaissances et à l’ouverture d’esprit. Le Prix IAPC pour gestion innovatrice a été présenté aujourd’hui au 63e Congrès annuel de l’IAPC à Victoria. Cet événement a rassemblé quelque 500 fonctionnaires de tous les ordres de gouvernement et des universitaires du monde entier pour partager le savoir et honorer les grandes réalisations du secteur public au Canada.

A leader of Canada’s public service is the new President of the Institute of Public Administration of Canada (IPAC).The Board of Directors of IPAC has announced the appointment of Maria David-Evans, Deputy Minister of the Ministry of Aboriginal Relations for the Province of Alberta at its 2011-2012 President. The appointment is effective at the conclusion of IPAC’s 63rd Annual Conference. Maria succeeds Denise Amyot, President and CEO, Canada Science & Technology Museum.

Innovation at its Best - two Gold Winners is a First

Victoria, August 30, 2011 – The Institute of Public Administration of Canada (IPAC) for the first time since the inception of its public sector Innovative Management Award handed out two gold awards to iconic Canadian organizations - The Hospital for Sick Children (SickKids) and the National Film Board of Canada. Effective leadership of public sector organizations improves our quality of life and global standing as a nation. Yet, the value of public leadership as a contributor to our standard of living is not widely recognized and celebrated. In fact, all too often, the public discourse tends to focus on project failures, rather than acknowledge the positive contributions that are made every day by innovative and high performing public sector organizations. Help us recognize by sharing their story. What stood out for the jury in assessing this year’s 80 plus submissions was their direct impact on Canadians. The 2011 IPAC Innovative Management Award recognizes organizations that have shown new and innovative ways of cutting across the bureaucratic and jurisdictional boundaries to address complex issues facing society. The finalists are rewriting how public service works and how it’s perceived - directly and positively affecting Canadians in the process. These were projects with vision that succeeded by sharing knowledge, and thinking outside of the box. The IPAC Innovative Management Awards were presented today at IPAC’s 63rd Annual Conference in Victoria. This conference has brought together over 500 public servants from all orders of government, and academics from around the world to share knowledge and celebrate the greatest accomplishments of the Canadian public sector.

Climate Insights 101 courses for civil servants now available online!

A first-of-its-kind interactive and animated climate change short course series developed for civil servants by the Pacific Institute for Climate Solutions is now available for use. The first module in the Climate Insights 101 series was unveiled by the BC Minister of Environment Terry Lake at the 63rd IPAC annual conference in Victoria on 29 August 2011. The Guardian: Perspectives on the Ministry of Finance of Ontario, edited by Professor Patrice Dutil, outlines the evolution of the Ontario Ministry of Finance between 1961 and 2003. Each year the Institue of Public Administration of Canada (IPAC) present the Lieutenant Governor's Award. The Lieutenant Governor of Alberta is the patron of this award. The award recognizes the exceptional achievement of a person who has: • Shown distinctive leadership in public administration or • Who has made a significant contribution in the field of public administration in the province, by writings or other endeavors. The award pays tribute to public sector practitioners whose careers exhibit the highest standards of excellence, dedication, and accomplishments. It seeks to provide recognition of an outstanding individual and to underscore the efforts of creative, highly skilled individuals in the public sector. The award recognizes outstanding contributions on a sustained basis rather than as a result of a single initiative. Candidates will be judged based on criteria which include their leadership skills, innovation/creativity, accomplishment/impact, and community involvement.

Call for Volunteers: 62nd IPAC National Annual Conference

The 62nd IPAC National Annual Conference will bring together over 650 delegates to help define the way forward for public services across the country. Volunteers who are committed, outgoing, and enthusiastic are required to help greet delegates from the federal, provincial/ territorial, and municipal orders of government and academia.

IPAC Promising New Professional Award

The Institute of Public Administration of Canada will present one national award each year to a promising new public service professional. The individual will be an emerging leader within the public sector and represent the ideals, values and abilities of sound public administration. The recipient of the national award will be made by selection committee based on the quality of the submission and information provided.

Al Maurer Honoured with Public Sector Award

Alberta Lieutenant Governor the Honourable Norman Kwong presented the Lieutenant Governor's Award for Excellence in Public Administration to Edmonton City Manager Al Maurer on December 3, 2009. Maurer has a career in municipal government spanning more than four decades. His first position in the public service was as a summer student responsible for painting traffic lines on roadways in Edmonton. Immediately after graduating he joined the municipality full time. His skills and abilities led him to progressive positions of leadership until he ultimately became city manager in 2000. Read the News Release

The winners of the inaugural Institute of Public Administration of Canada (IPAC)/Deloitte Public Sector Leadership Awards were announced yesterday evening, in Ottawa, at a gala reception held in their honour and taking place amid a public sector leadership conference hosted by IPAC.

The winners included two organizations from the national capital region:

Silver: Service Canada, Service Canada College

Project: Service Canada College & Service Excellence Certification Program

Bronze: Natural Resources Canada (NRCan)

Project: NRCan Resource Wiki

NEW BRUNSWICK PUBLIC SERVICE MAKES A DIFFERENCE IN MALI - By Ellen Barry, Deputy Minister for Tourism and Parks, Government of New Brunswick

Over the past few years, a small team from the New Brunswick Public Service has managed to play a crucial role in improving Mali’s healthcare system. When IPAC International Programs first asked Arnold Kearney and me to serve as co-leads of the Canadian team for the Mali-New Brunswick partnership in the Good Governance Program, we couldn’t have begun to predict all that the partnership would accomplish. By collaborating with our counterparts in Mali, we have helped improve the way that biomedical equipment is procured and managed, implemented strategies for the prevention of nosocomial infections (secondary disorders associated with being treated in a hospital), and spearheaded a country-wide drive to implement a telehealth system. Sharing Our Human Resource Expertise with Kenya - By Lori Cooper, Executive Director of Human Resources Management Services at Alberta Children and Youth Services

I first became involved with IPAC International Programs when I responded to an email. The organization was looking for human resource practitioners to volunteer for a project in Kenya, and I thought that this would be a great opportunity. Following the submission of my resume, I was selected to be part of a five-person team of human resource practitioners from across Canada. The varying perspectives that we brought from our different provinces and our collective experiences were of great value to the team. The team was fantastic – goal-oriented and collaborative. Janice Cunningham Wins NCR-IPAC Student Essay Prize

Janice's paper, titled Arctic Emergence – Governance Emergency? A Co-management Approach, concerns itself with emerging resource issues in the Arctic, due to the ever-increasing effects of climate change on this fragile environment. With the possibility of an ice-free summer in the Arctic a possibility by 2013, and anticipated hydrocarbon reserves (up to 25% of the world's as yet untapped reserves) becoming "unlocked" in the near future, her paper advocates immediate action to address the issue of governance in this area. The paper discusses three models of co-management and proposes a hybrid model as a possible guide to governance in the Arctic.

CREATING CROSS-CULTURAL FAMILY: IPAC CONSULTANTS BECOME "AUNTIES" TO GHANAIAN CHILDREN

When Judy Cavanagh first accepted the position of Canadian Project Director to IPAC’s Ghana Central Governance Project in 2003, she didn’t think that by project’s end, she would have become “Auntie Judy” to two families of Ghanaian children. During her first year in Ghana, Cavanagh was so busy launching this six-year project – aimed at strengthening the decision-making policy process in the Office of the President, Cabinet Secretariat and key Ministries, Departments and Agencies – that she barely had time to catch her breath. She recalls being moved by the needy, struggling children all around her, and wishing that she had time to help. While driving to her office through the bustling streets of Accra, she would often be approached at a busy intersection by kids selling gum.
