Innovation at its Best - two Gold Winners is a First Victoria, August 30, 2011 &#8211; The Institute of Public Administration of Canada (IPAC) for the first time since the inception of its public sector Innovative Management Award handed out two gold awards to iconic Canadian organizations - The Hospital for Sick Children (SickKids) and the National Film Board of Canada. Effective leadership of public sector organizations improves our quality of life and global standing as a nation. Yet, the value of public leadership as a contributor to our standard of living is not widely recognized and celebrated. In fact, all too often, the public discourse tends to focus on project failures, rather than acknowledge the positive contributions that are made every day by innovative and high performing public sector organizations. Help us recognize by sharing their story. What stood out for the jury in assessing this year&#8217;s 80 plus submissions was their direct impact on Canadians. The 2011 IPAC Innovative Management Award recognizes organizations that have shown new and innovative ways of cutting across the bureaucratic and jurisdictional boundaries to address complex issues facing society. Maurer has a career in municipal government spanning more than four decades. His first position in the public service was as a summer student responsible for painting traffic lines on roadways in Edmonton. Immediately after graduating he joined the municipality full time. When IPAC International Programs first asked Arnold Kearney and me to serve as co-leads of the Canadian team for the Mali-New Brunswick partnership in the Good Governance Program, we couldn&#8217;t have begun to predict all that the partnership would accomplish. By collaborating with our counterparts in Mali, we have helped improve the way that biomedical equipment is procured and managed, implemented strategies for the prevention of nosocomial infections (secondary disorders associated with being treated in a hospital), and spearheaded a country-wide drive to implement a telehealth system. A Co-management Approach, concerns itself with emerging resource issues in the Arctic, due to the ever-increasing effects of climate change on this fragile environment. With the possibility of an ice-free summer in the Arctic a possibility by 2013, and anticipated hydrocarbon reserves (up to 25% of the world's as yet untapped reserves) becoming "unlocked" in the near future, her paper advocates immediate action to address the issue of governance in this area. During her first year in Ghana, Cavanagh was so busy launching this six-year project &#8211; aimed at strengthening the decision-making policy process in the Office of the President, Cabinet Secretariat and key Ministries, Departments and Agencies &#8211; that she barely had time to catch her breath. She recalls being moved by the needy, struggling children all around her, and wishing that she had time to help.
